Feature Request: Disable USB port while SteamVR not running

Howdy! I'd like a feature that allows you to select a particular USB port on your PC and have it remain disabled so long as SteamVR is not running. Once SteamVR is started, it should become enabled as well.

Why: I have a tundra tracker, which has a pretty annoying feature of turning on at random times whilst charging. This causes SteamVR to start up, which causes MVR Manager to start up my lighthouses and so on. Most folks just turn off the port with their USB hub whenever they go to charge it, but it'd be nice to just have that part automated.

Alternatively, it may be simpler if there was a way to just ignore certain trackers in SteamVR for the auto-start functionality.
