Add a test project for libgdiplus

I'm trying to troubleshoot a regression similar to #672 in libgdiplus 6.0.4. I spent some time getting the Google Tests to work properly in Visual Studio and fighting vcpkg.

This PR

  • Adds a test project for libgdiplus
  • Adds a note to README regarding the recommended version of vcpkg; vcpkg master (at the time of writing) appears to not produce libfontconfig-1.dll
