@majk-p thanks for your commit, and sorry for the delayed response.

Are you around for making changes? Would you be willing to help with other CE 3 tasks as well?

Unfortunately, the changes for CE 3 are more complicated than this, but this PR is a great start.

No worries @alexandru, initially I just wanted FutureLift and CircutBreaker as mentioned in this issue https://github.com/monix/monix/issues/1502#issuecomment-1039940726. Considering the response by @Daenyth, are those still in scope?

I'm happy to help migrate monix to CE3, though I've almost no knowledge of its internals, I'd just learn by doing, so I wouldn't feel confident driving the whole thing. If you feel like this is a good starting point, I'm fine with making it monix:ce3-wip or alike if you feel like it's the right thing.
