weatherapi dropped free plan

As of https://www.weatherapi.com/pricing.aspx, weatherapi does not have a free plan anymore. I do not intend to pay for 2000000 calls per month, of which I will use a single digit amount. This basically disables the weather feature for me.

I'd like to open up again an idea of @abinadi in https://github.com/monicahq/monica/issues/3810#issuecomment-713124685 to support multiple weather APIs and let the admin choose.

(Also, if monica will just support one weather API at a time, +1 for openweathermap.)

There are a couple of online services that have free (or useful enough free tiers) that could be good alternatives:

• https://developer.accuweather.com/apis
• https://openweathermap.org

Check the website; they do have a free version now.
