Allow specifying tags for l3 atlas cluster resources

Is your feature request related to a problem? Please describe. Currently specifying cluster tags is possible only in l1 resources and not possible in l3 resources.

Describe the solution you'd like It would be nice to be able to tag cluster also using l3 resources.

Describe alternatives you've considered Use l1 resources instead of l3. Try to apply tags to the stack and pray they will be applied by CloudFormation.
