chore: CHARTS Edit the Issue template and remove the Feature request template

Changes in this PR:

  • Changed the Issue template to include a note to redirect non-bug questions to the Discussions tab.
  • Removed the feature request template to make it more clear for our users that we would like to receive feature requests in the Discussions for better observability.

Please give suggestions if you think we can improve the text.
