Allow the mysql admin user and password to be secrets

Will also work with landscaper style secrets. If secrets are not defined, the old behavior of using user root and password .Values.mysql.mysqlRootPassword will be used.

We should tweak this to make use of the monasca_secret_env template to keep secret handling standardized
