Use OBO obsoletion policy for retired IRIs

I recommend using the obsoletion plugin and not burying IRIs in comments

TO manually repair, add back the IRI, deprecated it, and use a term replaced by axiom to http://purl.obolibrary.org/obo/GENO_0000382 (has_variant_part)
