Some form of addon-checker per server entrance that will kick players that don't have matching addons

Proximity based VOIP, with possible distance toggle, whisper/talk/scream

This should include commands suited for roleplay, as /me - to describe actions taken by the character, these commands should have a different hue while in chat.
