I think I tried to set it up so if you have a bunch with the same sort order value, it then sorts by the name instead, but probably is...
FWIW the text is also a control, just even less obviously one.
I'm like 90% sure this isn't TT, it's one of the weird awful IE-only hacks (and the 'lte' is 'less than or equal to'). So yeah, we can probably remove.
Closing this as it's been superseded by other work!
