Skybox seams on some maps

Describe the bug

Skybox textures from css can sometimes appear with seams in the corners like this:

How To Reproduce

This is currently a thing on surf_mesa and many other maps made for css, just launch the map in any version of momentum and look up in the sky to see it.

The reason it happens if that the vtf's do not have the Clamp S and Clamp T flags checked, this is a requirement for maps since csgo.

Expected Behavior

Since this visual bug isn't there when playing the same bsp in css it should not be here in momentum mod either.
