Inconsistency when using MEKE and CHANNEL_DRAG

I don't really understand the Channel_drag option, but it looks like it affects the bottom velocity used for MEKE, which with Channel_drag seems to become: C_d*u_{BBL}*BBL_visc_drag The BBL_visc_drag factor here is not something we want for MEKE.
