Reentrant_x option for both model and forcing

For our regional CCS1 domain, reentrant_x has to be set false when describing the computational domain, true when describing the forcing files. Raf put in a temporary fix, but this should be done more cleanly.

It actually is not needed for CCS1, but will be for the Arctic.

@kshedstrom, could this issue be connected with some of the forcing problems at the dateline in the Arctic regional model, and is this issue still a concern?
