Frazil formation for FAFMIP experiments is not handled correctly in ACCESS models

#When the pop_icediag option for frazil formation is .TRUE. in the ACCESS configurations the code returns before the redistributed heat field has had a chance to "form" its own frazil. In the case of zero heat flux this means that the temperature fields drift apart.
