Please clearify "Pull-Request-Guidelines"

Hello, I'd like to know, if and how people can contribute. It looks likes pull requests with added politicians are not or only slowly accepted. Please at contributing-guidelines for people to know, if they should add people. Or are they only accepted slowly because of missing resources to control the requests? Thanks in advance, CryptKid
