windows版本配置serve-expired-prefetch-time与cache-checkpoint-time无效

windows版本启动以后，提示serve-expired-prefetch-time与cache-checkpoint-time无效，希望后续版本能增加这两个配置键，这样与linux配置统一起来。另外，其实缓存对dns是很重要的。
