Support for loading catalog file via classpath

While org.apache.xml.resolver.tools.CatalogResolver is able to resolve entries through classpath lookup xml-maven-plugin fails to first accept element which rely on classpath itself.

It makes catalog file distribution hard, as plugin dependencies are not considered while looking them up.
