Switch to 4.0.0-SNAPSHOT and Maven 4 api

PR to switch the plugin to a Maven 4 plugin. I think we should move it to Maven plugins, as it's really used a lot. If there's an agreement, I can create the ASF repo, and do the rename on top of this PR. Thoughts ? @cstamas
