Publish the release notes

To release vNext, we need to publish the release notes. This task is part of our standard release process:

  • High level summary
  • API versions supported
  • Individual service versions (with links)
  • Bug fixes
  • Testing instructions
  • Known issues
  • Breaking changes if any

Acceptance criteria: -vNext release notes have been published following this template: ttps://github.com/mojaloop/helm/releases/tag/v16.0.0
