Reloading privileges in reporting services when a user permission is added or changed

Summary: Currently, we need to restart the reporting services when user permissions are added or changed. All the other services reload/refresh automatically except the reporting services when user permissions are modified.

Expected Behavior It is not necessary to restart the reporting services when user permissions are added or changed. All the other services reload/refresh automatically, including the reporting services when user permissions are modified.

Steps to Reproduce

1. Add privileges related to reports to the user
2. All the other services reload/refresh automatically, including the reporting services, when user permissions are modified
3. Reports can be generated without needing to refresh the reporting services automatically
