Add config option to disallow public Telegram channel subscriptions

Summary

Current Telegram sender allows subscribing to private chats, groups, private and public channels. Sending alerts to public Telegram channels could be a security risk. We don't have any control over that in the current sender implementation. I think we should add an option to disallow public Telegram channels in contacts.
