Split different states in throttled events

Summary

If trigger is in throttled state it's metrics with different states all mixed in one alert. To increase observability of trigger alerts with different states or even states transitions should be splitted to different messages or should be marked different in message.

This applies not only to messages with throttling, but also to messages that were generated based on two events like:

17:39: Metric1 = 1 (OK to ERROR)
17:39: Metric2 = 0 (ERROR to OK)
