update de, pt_BR, ru translations

we should update the english strings, they haven't been updated since a while.

after #652 the translation tools should now work as documented.

i also updated MoinMoin.pot and the English strings in the existing translations (de, pt_BR, ru).

The actual translation work (de, pt_BR, ru) is still TODO.

This is caused by some fuzzy translations:

Heyho, how do I test this? I've made some translations, but can't find how to set the language of my wiki. I want to check whether my translations are really accurate and don't break anything if possible. tyvm

The normal way is to create a user, login, and then go to UserSettings > Personal and set the user Locale.

I can find no docs on setting default for the wiki, but try adding:

Config.user_defaults['locale'] = 'en'

near the end of wikiconfig.py or wikiconfigeditme.py.

Compiling the german catalog gives a warning:

$ python3 setup.py compile_catalog -l de
WARNING: Start of line didn't match any expected keyword.
WARNING: Problem on line 1: '\ufeff# German translations for MoinMoin.'

The reason is an invisible byte order mark at the beginning of the file, see https://en.wikipedia.org/wiki/Byte_order_mark#UTF-16

I plan to update the message catalog and add some German translations.

Is it OK to add width = 116 in the extract_messages and update_catalog sections of setup.py? This would avoid multiple line breaks on long lines. The width 116 results in lines with a maximum of about 120 characters, the default setting is 76.
