if we have recipients' pubkeys on the server (or some way to fetch them), we could send encrypted mail.

esp. in wikis with private/critical content protected by ACLs this would make a lot of sense.

first we need to research for a good library, maybe one that doesn't need to shell out and invoke the gpg executable, but rather uses some gpg library.

I see this is still in the proposal phase. I assume no more investigation has been done to try and add this feature. It would improve the security of the wiki greatly as unencrypted email on things like page subscriptions is a risk for leaking out information across the web.
