implement different kinds of redirects

we need to both support 301 and 302 (and likely also other codes), so this should be more flexible than in moin 1.x.

you don't need such a handler for a redirect. moin has nothing to handle there, it just triggers the redirect and is done.

I think we need more frontend error handlers here like those implemented for error 404 . Would that be the right approach??
