update for last version of Keras

Dear, I made some modifications to solve all the errors to use this project with the last version of Keras and tensorflow libraries I only made this for the test_frcnn function (to test the model, not to train it) it properly works now, feel free to review and accept the pull request,

this is a great github project!!!

Hello sir, your update helped a lot.

When I'm testing the model, it is taking 10+ seconds per image, could you please help me with that.
