sms forced to mms near the limit\can't turn off mms

Sms messages are forced to mms when you get near the limit (less then 10 char left). Some people block mms as it allows the Linux kernel access to the internet even without a data plan.

It would be nice to turn off mms entirely.

That is actually one app that allows that! In samsung you get conversion to MMS after 5 segments be it Unicode or 7-bit. No choice.

The ability to totally disable MMS would be a big plus.

Is this technically possible?
