Remove C++ codebase

At the conclusion of the python conversion, there is no reason to keep the C++ codebase.

A/C: All native code is removed from project, except for that which is absolutely necessary. Python project is promoted to repository root; from root, python setup.py install results in a successful installation.

BLOCKERS:

  • [ ] Codebase must be converted to python before removing current source
