MODX 3.1.1 in the web file manager, the file modification date is displayed incorrectly when an image is selected for an additional field (type image).

I can't reproduce this.

So you created a Template Variable (Дополнительное поле) of input type = "image", and when you open the "MODX Browser" ("Диспетчер файлов") to select an image, the "Last Modified:" field ("Изменён:") is displayed wrongly?

Does this happen for all the images? What are the values of the system settings manager_date_format and manager_time_format on your MODX installation?
