[3.x] [2.x] welcome_screen_url language need to be i18n-ed

Summary

After modx installed with non-english language (russian in my case) on home panel i see all translated elements, except external resources with security and but welcome screen has English version, with link to en-docs etc.

Step to reproduce

Go to page https://misc.modx.com/revolution/welcome.30.html with non-english browser language, or install fresh MODX and log in manager.

Expected behavior

Welcome screen language match with manager page language

Environment

MODX 3.0.4 and all version of MODX3 and MODX2 (see welcome.28 page)
