Lexicons are not displayed after installation and the first login to the admin panel

Summary
After a clean install, lexicon values don't appear from the git. Only lexicon keys are displayed. This bug was discovered during the demonstration of another bug. Recorded on video.
Step to reproduce
Clean installation from the git according to the instructions https://docs.modx.com/3.x/en/getting-started/installation/git#git-install-modx3

Expected behavior
Lexicons should be displayed immediately after installation and the first entrance to the admin panel

Environment
MODX Revolution 3.0.0-alpha3 (git), PHP Version 7.4.12
Sort of a dupe of #14952, although this one is more to the point as there's a bunch of other discussion in #14952
Oh, got the same issue right now, MODX 3.0.0-alpha2, php 7.3, fresh install on modhost.pro, page refresh fixes lexicon view. Tested for Chrome, Firefox, the same situation for both.
