Summary

ACL group can't be added as a child by drag&drop

Step to reproduce

Go to Access Control Lists, create two user groups and try to designate one of them as a descendant of another

Observed behavior

It works only if future "parent" group already has some child ones. Otherwise it will be forbidden and I have Update the group directly with Resource group field. Please see images attached:

Expected behavior

No matter if ACL group has children or not...drag&drop should be possible always (like we work with resource tree).

Environment

2.6.1-pl on MODXCloud 3.x as well
