Admin: Allow sorting tags by label and tag values

This gives more sorting options to the tag cloud on the resource screen. We needed this because the 'Tag' is the visible option and we wanted to sort it alphabetically. However the alias was different, and so sorting by alias gave randomly ordered tags.
