hide tab form customization

I want to know how to hide the tab 'collections' under the tab page-settings for some user-groups. I don't want my client to mess with it. However I need the fields published-on (date) in the page-settings for the client to chance, so I can't hide the tab page-settings complete. If I can place the publish-fields in another tab that would also be a solution.
