User following (closes #308)

This adds #308 There are a bunch of things I wasn't sure about and need feedback.

Mainly, what should I do about the follows route for users? Currently I created a new route but this feels odd. Also the frontend PR will be coming soon, I'm still working on that.

You are going to have to run cargo sqlx prepare and cargo fmt.
