"Discover Mods" page shows mosty just APIs and Libraries

Is your suggested enhancement related to a problem? Please describe.

When first visiting modrinth dot com and clicking discover mods, it leads you to https://modrinth.com/mods . grafik A quarter of the first page on "most relevant" mods shown are APIs and Libraries, a third are performance mods, and the remainder is an even mix of add-ons to performance mods, mods that don't do anything on their own, and what I'm going to call content-mods (which I'd actually expect a casual player to want to "discover"). This is kind of a bad first experience…

Describe the solution you'd like

My proposed solution is to modify the "Relevance" ranking, so that the top most relevant mod(s) per category (e.g. adventure, food, mobs, world-gen) would receive a relevance bonus to rank higher than mods ranking lower in relevancy per category. This would result in a more varied distribution of topics on the page, and mods made primarily for modders or pack-builders would rank lower overall.

Describe alternatives you've considered

Another option would be to apply a few filters to the "Discover mods" link, so that APIs, libraries and maybe Add-ons are excluded from the results by default. (Not currently possible, but probably useful in other cases) An advanced user could still clear those filters with a single click, but a first time user would get a more welcoming … welcome.

Additional context

Alternative title: "Sort by: Relevance" is just a renamed sort by downloads, which drastically pushes popular APIs and Libraries.
