I lose my access to my 2fa app. Then I used a recovery key. But I can't remove 2fa and create a new one, because my access to my 2fa app is still lose.

Allow removing 2FA without a code.

Describe alternatives you've considered

Allow removing 2FA with a recovery code, and allow generating new recovery codes.
