[Accessibility] Many parts of the site don't respect prefers-reduced-motion, the download animation is too disruptive either way

Describe the bug
Many parts of the website have animation even though I have enabled a setting to remove animations on my device. The download button animation in particular plays a fullscreen animation which is very disruptive, and the Discover content dropdown is also pretty bad. I get startled easily and this discourages me a lot from interacting with the website.
also why the heck would you have a fullscreen several seconds long animation in the first place (and a weirdly choppy one at that), this is the kind of thing ransomware does, i actually thought there was something wrong with my computer before realizing it's just this site
Steps to reproduce
- Disable animation in your OS or browser's settings
- Interact with stuff that gets animated (these are just the different animations i've noticed, there might be more): a. Click a download button on a mod page b. Switch between tabs on a mod page c. Open a More options dropdown menu d. Open the Discover content dropdown menu e. Press the download button that opens a popup asking to install the Modrinth app
- All of that is animated anyway a. The download button animation is fullscreen!!!!!
Expected behavior
No animation with respect-reduced-motion anywhere and no choppy fullscreen animation at all
