How do I set/add catagories to instances?

What operating systems are you seeing the problem on?

Describe the bug

There is no clear way to add categories to set instances to.

Steps to reproduce

Click on instance Go to Settings Click the Categories dropdown There is nothing there.

Expected behavior

Some sort of "+" button to add a category, or an intuitive way of adding them elsewhere.
