Can't drag zip files onto versions page

What browsers are you seeing the problem on?

Chrome (including Arc, Brave, Opera, Vivaldi)

Describe the bug

Where it says to drag a file onto the page, dragging a file onto the page just downloads it (default behaviour)

Steps to reproduce

1. Go to versions page on one of your projects
2. Obsere text which says "or drag a file onto this page to upload"
3. Drag a file onto the page to upload
4. Observe the lack of uploading
