Describe the bug

Dependencies aren't installed after updating a mod (project). For example, 'CICADA' library mod isn't installed after updating 'Show Me Your Skin!' mod from 1.8.0 to 1.9.0

Steps to reproduce

1. Create a Fabric 1.20.4 instance
2. Install version 1.8.0 of 'Show Me Your Skin!' mod
3. Update it to 1.9.0
4. See that 'CICADA' dependency library isn't installed

Expected behavior

Dependencies are installed after updating a mod
