Doesn't import into different context

If the parent resource is in a context other than web, the import runs successfully, but resources are not created.

Can work around by moving the parent resource to the web context, running the import and then moving it to the correct context.

This may be a related issue to what I'm dealing with, the resources are imported but they do not appear in the tree until you search for it and re-select the parent.

The context_key field may need to be set in the CSV
