Add Flying and IgnoreWater to boats - MVP for vehicles

Some R&D still needs done. Mountains are a little funny and some building collision detection is needed, but this change would make a lot more possible and I'll continue experimenting with this as well as building a separate base class for vehicles without Tillers and dry docking.
