Update matio library to 1.5.26

This fixes

  • in matio: one edge case on HDF5 MAT files
  • the fseek/ftell configs as tested in #4265 for MinGW and CygWin

Not clear actually. These are minor changes that could go well to 4.1.0. But there is no need to do so. For now, it is master branch only.
