Compliance Checker should check for unit referred to by scalar variables or simple types

Reported by aviel on 22 Sep 2016 08:37 UTC In FMI 2.0, the units referred to by the simple types or scalar variables shall be defined in the unit definitions section. A missing unit name should be reported as an error, since it is mandatory to define all the units that are used by the FMU.
