Expand/Collapse should fully collapse panel

In the Tool output display the meta and output type panels take up a lot of real-estate and make the UI awkward to actually view results. The use-cases for when you want to inspect these panels is far lower than needing to run a tool and review the output.

While Expand/Collapse is implemented, when collapsed, the component still displays data. I'd propose making so that when these are collapsed that it just shows the header.
