Add locale to crowdin for translation

Why not use https://docs.weblate.org/en/latest/admin/continuous.html?highlight=github#automatically-receiving-changes-from-github instead?

Because Factorio itself and Angel's mods all use Crowdin. I'll be relying on other people to do the translation so good to make it easy for them - not having to switch between translation platforms.

You probably now it already, but just in case: there is a project called Factorio mods localization Unfortunately it doesn't seem to work with repositories with multiple mods. Maybe still worth having a look at it.

@KiwiHawk You are IMO doing. the opposite in terms of usability, and the terms and conditions of Crowdin add further injury to that. While switching translation platforms is not ideal, it certainly is preferable. It allows people like myself (who won't allow Crowdin access to their translation memory by accepting new terms to keep using the platform) to help, and it allows people that aren't logged in to see the strings.

Factorio mod localization project currently doesn't support multiple mods within a repository (Sea Block) or mods that have an extra layer of folder nesting (Circuit Processing, Landfill Painting).
