Just testing upcoming runc 1.4 in CI

Grr, I think the fail was a flake, and I pushed again and now it requires approval again :(

@AkihiroSuda The failing test seems like an unrelated failure to me. Do you know if it is? I can't push again (because I need auth again) nor re-run the build. Can you trigger a re-run?
