contrib(nvidia): match right apt repo based on os release

And keep fallback to ubuntu2404 for ubuntu distrib and debian12 for debian. Fallback can happen for releases still in testing/sid.

This is for using contrib/cdisetup scripts with buildkit that is not built by our Dockerfile (buildkit-export-ubuntu target) ?

Yes I was looking to move buildkit to debian base distro and I thought it would be better to use the right apt repo.
