Glow effect

WIP 6 -15-2018 20-13-21

This is not a soft shadow and uses 2-pass shader. Dynamic batching with this effect is possible. First of all, I plan to release this effect in another repository.

Hey, is this in the UIEffect repo??? I am trying to achieve this but dont understand how can I achieve soft Shadow effect (makes it look like the sprite is glowing)
